BESC1B: add back in labels for mechanical and janitor rooms
Labels for mechanical and janitor were kept on all other levels. For consistency, include them on level B1.
Note: for mechanical and janitor rooms, keep the labels if they are normal or large rooms, don't need to include if rooms are small/tiny.
